摘要
采用预警管理的方法来对大型体育赛事中的突发事件进行管理的前提是确立突发事件预警管理指标。研究认为:大型体育赛事突发事件预警管理指标体系由大型体育赛事参与人员、赛事场馆(场地)、赛事周边环境、赛事安全管理状况、赛事主办城市应急救援状况5个一级预警指标一级指标体系和29个二级指标构成。引入多层次模糊综合评价等方法对这些指标进行处理、描述和分析,可将大型体育赛事期间突发事件的安全状态转化为预警信号输出图,来反映赛事各个阶段的安全状况和未来发展趋势。在大型体育赛事的安全管理中,对这些指标的科学合理监测能有效地监控和预防大型体育赛事期间的突发事件。
Adopting the method of the pre-warning management to establish a system of pre-warning index is the precondition for the pre-warning management of the emergency in mega-sporting events.Studies suggest that： pre-warning management index system for mega-sporting events is composed of five first-grade indexes and 29 second-grade indexes.Among them,the first-grade indexes includes the following aspects such as participants,venues,neighboring environment,security management and emergency rescuing and responding system in the host city.With the method of multi-goals decision-making these indexes can be analyzed and described as an output signal chart which is converted from the security state of the emergencies in mega-sporting events and can reflect its security state and future trend.In mega-sporting events,scientific and rational monitoring to these indexes will be effective to monitor and prevent emergencies.
