摘要
在全球气候变暖的背景下,欧盟和其主要成员国一直保持积极的态度应对气候变化,先后出台了一系列控制温室气体排放的政策和法律,成为全球应对气候变化的领导者。欧盟早在1991年就发布了第一个控制二氧化碳排放和提高能源效率的战略。欧盟及其主要成员国应对气候变化的政策和立法可以为我国制订控制温室气体排放政策以及建立法律长效机制提供借鉴。
Under the background of global climate warming, The European Union （EU） and its main member na- tions have been maintaining the positive attitude towards the climatic changes, released a series of policies and laws to control greenhouse gas emission, and become the leader in dealing with the climatic changes in the world. The EU published the first strategy on controlling discharges of carbon dioxide and improving energy efficiency as early as in 1991. The main policies and the legislations in the EU and its main member nations on dealing with the climatic change can provide the reference for establishing policies and long-term legal mechanism of controlling the greenhouse gas emissions for our country.
