摘要
科技项目评审工作是科技基金项目管理体系中的重要环节,对科技项目评审方法的研究,是一项集评价理论、评价方法与具体操作系统为一体的综合性研究,其目的是建立一套客观、公正、科学可行的科技基金项目评审体系。结合辽宁省科技基金项目评审系统,在对影响评审结果的多方面因素进行分析的前提下,提出了专家反评估与项目评价相结合的科技项目评审方法,建立了项目评审的综合评价指标体系,提出了选取评审专家、确定评审权重的算法,给出了科技项目评审的物元—层次综合评价模型,并以实例进行了验证。
Science and technology project (short for ST project) evaluation is always the central part of the ST fund project management system.The ST project evaluation methods research is a comprehensive method research with a set of evaluation theory,evaluation methods and specific operating system,and its purpose is to establish an objective,fair,scientific and feasible ST fund project evaluation system.Through the practice of Liaoning provincial ST fund project management system,it analyzes deeply various factors that influence the review results,puts forward a project review method expert anti-assessment and project evaluation combined,establishing a comprehensive evaluation index system for the ST project,taking into account the ability of the peer experts and their review weight,finally putting forward a ST project comprehensive evaluation method based on matter-element-hierarchy model,and at last applies it in the practice project.
