摘要
针对科技评审中评审专家的评审行为难以定量判断,科技管理部门选择客观公正的评审专家困难的难题,提出了专家选择及专家评审行为判断的算法,并将此算法通过软件实现;进行了试验验证,得到了与专家实际评审情况一致的结果.为科技管理部门提供了选择优秀评审专家的依据和方法.
Targeted to the difficult problem in quantitativly judging experts＇ appraisal behavior during science and technology apprasing and to the diffculty of science and technology administative department in selecting objective and impartial appraisal experts, it puts forward an algorithm for judging the experts＇ appraisal behavior and selecting experts. The algorithm can be realized through a software. It was tested and verified with reality. The test result is well consistent to the actual outcome. So it provides basis and method for the science and technology administrative department to select excellent appraise experts.
