摘要
大学建设科技创新体系有利于践行大学的三大功能,有利于自身快速可持续发展,也有利于提高地方自主创新能力。基于自身的特点,地方高水平大学科技创新体系建设原则应为"发挥优势、立足本地,面向全国",发展目标要"少而精",具体措施要充分发挥特色研究、优长学科、创新团队、成果转化、学生创新等积极因素的作用。
