摘要
运用随机前沿方法(SFA),通过逐步估计和检验建立了适合于测算中国国家级高新区产出效率的生产函数模型,并对其2007年的产出效率进行了实证分析。研究发现:中国国家级高新区的整体产出效率水平较低,平均只有0.667;各高新区的产出效率呈自东向西递减的空间趋势;有近一半属于"小规模粗放型"模式,亟待实现向"规模化集约型"模式的转化;科研投入对高新区的产出效率具有非常明显的正向影响,国际产业联系的正向影响也较为显著,而企业规模则没有影响。
By applying the Stochastic Frontier Analysis(SFA) and through step-wise estimation and checking,we have constructed a production function model suitable for measuring and calculating the output-based efficiency of the national-level high-tech districts of China,and made an empirical analysis on their output-based efficiency in 2007 with the model.It is found that the holistic output-based efficiency of Chinese national level high-tech industrial development districts is relatively low,averaging only 0.667;there is a spatial tendency that the output-based efficiency of these districts is degressive from east to west;almost half of them pertain to the ′small-scale,extensive pattern′ that should be transformed into the ′large-scale,intensive pattern′ urgently;research input imposes a very obvious positive impact on their output-based efficiency;the positive impact of international industrial ties is also quite significant,but the enterprise scale presents no impact.
