摘要
高新技术产业作为知识密集、技术密集的产业,是代表一个国家综合国力和整体竞争力的先导产业,高新技术产业园区作为发展高新技术产业的载体,在国家的经济发展中占据重要地位,对高新技术产业园区的效率进行研究和评价具有重要的意义。本文运用数据包络分析中的CCR模型、BCC模型和Malmquist要素生产力指数法,对我国27个地区的高新技术产业园区构建三层评估体系,并在技术效率、配置效率、规模效率等方面实证研究的基础上,提出促进我国高新技术产业园区战略升级的政策建议。
Knowledge and technology intensive Hi-tech industry represents the national power force and competitiveness. Hi-tech industrial parks are the bodies which carry on the development of hi-tech industry. The effective analysis and evaluation of hi-tech parks have both theoretical and practical significance. In this essay, we use CCR model, BCC model and Malmquist index of DEA analysis to do empirical research on 27 samples＇ effectiveness. Based on the research, we give some suggestion on optimizing the resources allocation and enhancing the overall effectiveness which including the technical effectiveness, allocated effectiveness and scale effectiveness.
