摘要
土地储备机制的建立和完善是我国住房保障政策顺利实施的重要保证和客观要求。但是,在保障性住房建设的实施过程中,土地储备制度暴露出了不少问题。本文基于保障性住房视角下的土地储备制度缺陷分析,从规划、融资、监控、参与和法规等方面提出了构建保障性住房的土地储备机制思路和对策。
The establishment and improvement of land reserving mechanism are the most important basis of the implementation of Chinese indemnificatory housing policies. The land reserving mechanism, however, exposes itself to being questioned in the process of the construction of indemnificatory housing. On the basis of analyzing the defects of land reserving mechanism in terms of indemnificatory housing, this paper, from aspects of planning, fund raising, monitoring, participation, law and statute, proposes some ideas and strategies for land reserving mechanism of constructing indemnificatory housing.
