摘要
欧盟是最大的能源消费地区和进口地区之一,欧盟能源安全不仅对其经济发展至关重要,也反映了欧盟一体化的深入程度和欧盟能源政策的发展趋向。本文以欧盟成员国在能源安全领域的合作作为分析对象,选择新制度主义作为理论工具,首先对"欧盟能源安全"进行概念界定,并回顾了欧盟能源政策一体化的历史进程。其次讨论了新制度主义对欧盟能源研究的适用性,并通过制度的功能理论分析了合作的动因;最后指出欧盟能源一体化的主要制约因素是集体行动的困境,并提出当前欧盟在能源安全合作中需要进一步进行制度建构,以保证欧盟能够在稳定的价格下获得充足的能源供给,保障欧盟整体能源安全。
As one of the largest energy consumers and importers of the world,EU's energy security is not only critical to the development of its economy,but also reflects the depth of EU integration and the trend of EU's energy policy.With the cooperation of EU member states in the field of energy security as an analytical startpoint,and the new institutionalism as a theoretical tool,this paper first defines the concept of 'EU's energy security',then it reviews the historical process of EU energy policy integration.The paper goes on to talk about the application of 'neo-institutionalism' to the EU energy policy,and analyse the motives for cooperation with the functions of neo-institutionalism.Finally,it points out that the main constraint of EU's energy integration is the plight of collective action.Institutional construction is needed in energy security cooperation to ensure adequate energy supplies at a stable price,and to protect the whole energy security of the EU.
