摘要
未来能源互联网将取代传统能源网,实现能源供需和信息反馈的智能化。欧盟能源现状的压力倒逼地区能源互联网构建较早起步,欧洲地区已构建起数个规模性跨国互联电网,先进的能源发展理念为能源互联网的概念先行创造了机会,统一电力市场为能源互联网构建提供便利。欧盟框架下构建能源互联网的实践主要依靠2008年以来欧盟先后发布的3个整体战略性规划。欧盟内部成员国的能源互联网构建实践分为两类,国内试点推广和跨国能源互联。大型互联电网和超级电网的构建将在建设欧洲统一电力市场的同时搭建起更为坚实的能源互联网物理平台,但是短期内过大的减碳压力可能会对现有产储网造成损害,当前欧盟的经济科技实力也不足以支撑大规模的能源互联网构建。能源互联网构建必须要有技术支持,能源互联网的微观主体在于中小企业。欧盟的实践在体制机制层面、政策规划层面、应用技术层面可为未来其他国际行为体构建能源互联网提供借鉴。
The trend of the current global energy situation determines that Internet of Energy(IoE)will replace the traditional energy net in future,promoting the intellectualization of energy supply-consumption system and information feedback.The pressure of the EU energy situation forces the construction of regional IoE to start earlier and several large-scale transnational interconnected power grids have been built in Europe now.The advanced energy development concepts offered opportunities for“concept first”of IoE,and unified electricity market provides convenience for the construction of IoE.The practice of building IoE under the framework of the EU mainly relies on three overall strategic plans successively issued by the EU since 2008.The IoE construction in EU member states can be divided into such two categories as domestic pilot promotion and transnational energy interconnection.The construction of large-scale interconnected power grid and super-grid will be set up in the construction of the European unified electricity market and the physical IoE platform at the same time.However,the excessive pressure in the short term the carbon reduction may damage the existing production and storage network and the current strength of economic,science,and technology in the EU is not enough to support the construction of large-scale IoE.The technical support is a priority of the IoE construction and the micro subject of IoE lies in small and medium-sized enterprises.The EU’s practice can provide reference for other international actors to build IoE in the future in terms of system mechanism,policy planning,and application technology.
