摘要自由主义国际关系理论认为,地区内国家之间在经济、技术等功能性领域的合作能够产生"外溢"效应,从而促进政治和安全领域的合作,不断推动地区一体化的深入发展。然而在考察东亚地区一体化的时候,各国之间在经济、技术等功能性领域合作不断增强的同时,并没有产生"外溢"效应,政治和安全一体化建设相比经济一体化建设仍显落后。出现这种现象的原因主要是区域外大国的干预和区域内国家的地区认同感偏低。用东亚的现实来审视自由主义关于一体化的观点,有利于我们更加清晰地认识和总结自由主义关于地区一体化论点的欠缺之处,从而根据东亚的实际情况推动国际关系理论关于地区一体化实现路径新的学术增长点的产生。 Liberal international relations theory holds that cooperation in economic,technological and other functional areas among countries in a region will have 'spillover' effect,thus promoting political and security cooperation and continuously pushing forward the further development of regional integration.However,in reviewing East Asian regional integration we find that cooperation in economic,technical and other functional areas have been greatly enhanced but it does not have a 'spillover' effect.Compared to economic integration,political and security integration is still significantly lagging behind.The main reason for this phenomenon is the intervention of major powers outside the region and the low degree of regional identity among the countries in the region.
