摘要
利用黑龙江省丰富的冰雪资源和传承悠久的冰雪文化,开展种类丰富的冰雪运动项目,使之成为社区群众强身健体、陶冶情操的特色运动项目,既具有积极的现实意义,也具有极大的可操作性。目前,黑龙江省社区冰雪运动项目的开展情况难以令人乐观。存在缺乏社区体育活动资金、场地设施匮乏、冰雪运动管理和指导人才与现实需求的缺口较大等问题。建议从完善社区体育政策法规,政府与民间资本有效投入,整合社会各方面场地设施资源及培养社区体育指导员和志愿者等方面综合解决。
By taking advantage of the abundant ice-snow resource and the centuries-old ice-snow culture,it＇s realistically significant and rightly operable to develop large numbers of ice-snow sports activities as a distinctive community sports event for the fitness improvement and sentiment cultivation of community mass. At present,the current development of community ice-snow sports event is disillusionary because there are some problems as follows：lack of community sports fund and playground,obvious gap between the managers and instructors of ice-snow sports and the social need of them. It suggests multi-sidely resolving the above problems by improving the policy and law of community sports,effectively importing the investment from the government and society,integrating the social resources of playgrouds and facilities,developing the instructors and and volunteers of community sports.
