摘要
住房是重要的民生问题,房地产品自身的特点和房地产行业的特殊地位决定了政府的介入。各国政府一般通过廉租房制度来保障低收入者的住房需求。面对日益增长的房价和城市日益增多的住房困难人群,我国政府在廉租房建设中应发挥主导作用。目前的问题是:立法不健全、覆盖面窄、土地和资金供应不足、监管不到位等,需要采取相应措施加以完善。
Housing is important to people＇ s livelihood, meanwhile real estate＇ s property of its own and the exceptional status of the real estate industry decide the government＇ s intervention. Governments ensure the housing needs of low - income people by a system for renting affordable housing generally, so the gov- ernment must define its function in the course of low - rent house construction. Facing of increasing hous- ing price and urban housing difficulties, substantive progress has also been made in our low -rent house construction,and the government played an important role in low -rent house construction. But there are some shortcomings, such as legislation is defective and its coverage is limited, land and funds are in short supply, and supervision is not in place and so on. Therefore we must take appropriate measures to improve these shortcomings.
