Factors such as development resource, cost structure, learning effect, cooperation effect and deep customer groove in determine that the mechanics of increasing return play an important role in the development of information industry. Likewise, signs of typical characteristics of the market such as monopoly, path dependence and lock in are evident. Therefore, policy selection by the government and strategic decision of the enterprises should be adapted accordingly.
