摘要
目前,我国政府行政管理成本逐年攀升、居高不下问题日益凸显,主要归因为缺乏成本效益观念,政府行为的高度垄断性和非竞争性,权力寻租使成本倍增以及当前我国权力监督体制和制约机制缺乏应有的独立性和自主性。文章指出要实现政府行政成本合理化,必须科学界定政府职能,确定合理政府规模,从以权力为中心的政府向以制度为中心的政府转变,树立正确的政府行政价值观念,逐步构建服务型政府。
At present, our government administrative cost has increased year by year, and become increasingly prominent, which mainly attributes to the lack of the concept cost-effectiveness, non-competitive monopolistic, rent-seeking, so the cost has doubled and the current power monitoring system in China and control mechanism lack independence and autonomy. The article points out to achieve the rationalization of the administrative,cost should scientific definite government functions, determine the reasonable size of government, shift the government with power as the central to the government with institution as the central, establish the correct values of government administration, and gradually build a service-oriented government.
