摘要
降低政府行政成本已成为世界性行政改革的一个主要推动力量,也是我国政府面临和亟待解决的重大问题。现阶段我国政府行政成本增长过快且效率低下,要有效解决这一问题,必须增强行政成本节约意识、切实转变政府职能、提高行政决策水平、加强政风建设、引入竞争机制、改革财政预算制度,实施电子政务,从而有效提高我国政府行政效率,降低行政成本。
To control the administrative cost has become a mainpropelling force in the worldwide administrative reform. Similarly,it is also an important problem which is should to be solved in our country. At this stage, the administrative cost excessive growth but the efficiency is low in our country. To effectively solve this problem, we must strengthen our awareness of the administrative costs, transform the government＇s functions, improve the decision - making level of administrative, strengthen the building of political winds, introduction of competition mechanism, reform the budget system,implement the e -govemment. So as to effectively enhance the administrative efficiency and reduce the administrative costs.
