摘要
十一届三中全会以来,党和国家高度重视农业立法工作。我国已建成较为完善的农业法律体系,农业与农村经济发生了前所未有的历史性变化。然而,我国农业立法尚不完善,还存在人文关怀不足、市场考量不够、系统规划不强、国外应对不力、政策法治化不高等问题。必须由宪法确认农业基础性地位;创新农业土地制度,解放农村生产力;统筹城乡发展,工业反哺农业;扩大开放,充分利用农业国际市场;系统农业立法,强化农业执法。
Since reform and opening up,CPC (Communist Party of China) and government attaches great importance to agricultural legislation.A fairly complete legal system for agriculture has been built,pushing rural economy an unprecedented historic change.However,China's agricultural legislation is not yet perfect,restricting the further development of China's agriculture.Status of agriculture as the foundation shall be confirmed by constitution.To liberate the rural productive forces,it is necessary to reform the agricultural land system,coordinate urban and rural development,taking full advantage of the international agricultural market,systematizing agricultural legislation,strengthening the agricultural law enforcement.
