摘要
完备的应急体系是实施有效应急的基本前提。应急体系是否完备对应急行动的实际响应效果具有很大影响。不同的应急体系所形成的应急能力能够应对不同区域内的潜在风险。以实现应急管理的六大目标为应急管理宗旨,分别考量应急体系辖区内的潜在风险对实现六大应急管理目标挑战及应急能力对六大应急管理目标的贡献,以应急体系所形成的应急能力是否能够有效应对区域内潜在风险为判断依据,构建了应急体系完备性评估方法。结合某石油化工库区的实际情况,详细阐述了整个方法的操作过程。应用表明该方法能够客观全面地反映库区应急体系架构的总体情况及目前存在的不足,能够促使相关部门对应急体系有针对性地进行优化改进。
A mature emergency system is the premise of effective emergency response. Different emergency competence encounters different risk potential. Aimed at six emergency management goals,the challenge caused by risk potential and contribution caused by emergency competence formed by emergency system are calculated separately. The emergency system is viewed as mature when the emergency competence can encounter the risk potential effectively. The maturity assessment method is used in a petrochemical reservoir. The application indicates that the evaluation results can reflect the general condition and shortcomings of the emergency system. Advices given to the depot can help the safety manager to take some measures accordingly to improve the emergency system.
