摘要
借鉴国内外已有的研究成果,本论文选择了涵盖18个指标的循环经济评价体系,对长江三角洲地区16个城市的循环经济发展水平进行实证研究,根据因子分析法找出经济发展、资源消耗程度、再利用及资源化程度是现阶段影响循环经济发展水平的主要因素,它们对循环经济的贡献率分别为18.09%、17.88%、13.97%和11.16%。聚类分析结果表明按循环经济发展水平衡量,长三角地区明显发育着三个亚城市圈,说明以上海为龙头的长江三角洲区域产业分工与合作的经济结构已基本形成。根据三类城市的循环经济发展水平及功能定位,区域循环经济发展政策要有侧重,充分体现长三角大区域的产业分工与合作。上海市应当发展以金融、贸易、物流等为主的服务业,以杭州、南京、苏州等城市为主的二类城市,政策重点是支持企业用高新技术和工艺改造传统制造业,构筑循环经济的技术支撑体系。以常州、湖州、嘉兴等城市为主的三线城市重点发展资源回收产业和农游合一生态旅游产业。
Drawing on existing research results,this paper conducts empirical research on the level of recycling economy development of 16 cities on the Yangtze River Delta using the evaluation system of recyching economy covering 18 indicators and uses factor analysis to identify that economic development,resource depletion,re-use and resource level are the main factors affecting the level of recycling economy development,and four factors＇ contribution of the circular economy are 18.09%,17.88%,13.97% and 11.16%.Cluster analysis results show that three sub-metropolitan areas have been formed in the Yangtze River Delta region measured by the level of recycling economy development.This shows that the industrial division of labor and cooperation in the economic structure of the Yangtze River Delta with Shanghai as the leading region has been basically formed.According to development level and function of location of recycling economy of three types of cities,regional policies of recycling economy development should focus on fully embodying division of labor and cooperation of the great Yangtze River Delta region.Shanghai should develop the financial,trade and logistics-based services,While the policy focus in Hangzhou,Nanjing,Suzhou and other cities is to develop traditional manufacturing by high-tech and new techniques,and construct technological support system of recycling economy. And Changzhou,Huzhou,Jiaxing should focus on the development of recycling industry and the agricultural eco-tourism industry.
