摘要
本文对实施一元化户籍改革存在的最低生活保障和养老保险、兵役优抚安置和计划生育等社会政策协同难点进行研究,提出与户籍改革相适应的社会政策协同机制,努力实现赋予农民平等的国民待遇、同等的社会保障权利和利益分配机会,最终改变城乡居民的身份差别。
This paper focused on the problems caused by the coordination of the social policies such as the minimum living security, the old-age insurance, the special care and placement of military service, family planning health care and other social policies. We suggests that the government should establish the coordination mechanism between household registration reform and social policy in order to give farmers equal national treatment, the same social security rights and interests of the distribution of opportunities. Ultimately the difference between urban and rural residents will be changed.
