摘要
随着全球气候变暖与能源安全问题的日益严重,低碳经济应运而生。文章简要介绍了低碳经济产生的背景、意义与概念,对比分析了发达国家发展低碳经济的措施,结合中国的基本国情与经济转型期出现的能源安全和环境安全问题,论证了中国发展低碳经济的紧迫性。通过借鉴发达国家发展低碳经济的经验,进而指出中国以发展新能源为策略走低碳经济之路的必要性和可行性。文章以发展新能源为重点,介绍了中国新能源利用现状和发展前景,论述了中国发展太阳能和风能的优势以及当前的发展瓶颈,并提出了相应的政策建议。
With global warming and energy security problems have become more and more serious, low-carbon economy came into being. This paper describes its background, meaning and concept. By comparative analysis of the developed countries develop low-carbon economy measures with China＇s basic national conditions and economies in transition energy security and environmental security issues, this paper demonstrates of the urgency of developing carbon economy. By drawing on the experience ofdeveloped countries to develop low-carbon economy, this paper points out the strategies to develop new energy sources for China, and then focused on the development of new energy under the energy status and development prospects, discusses the development of solar energy and wind power in China＇s advantage and the current development bottlenecks and put forward corresponding policy recommendations.
