摘要
被征地农民生存现状堪忧,因此,改革现存的不完善的被征地农民社会保障体制势在必行:城市化进程推动被征地农民社会保障制度改革,公平正义的社会主义制度规定合适的社会保障,和谐社会使被征地农民社会保障制度改革成为必然。针对此情况,提出一些政策建议:实现征地制度完善和有效衔接,以保障农民的利益为根本出发点;完善社会保障体系,以全方位保障为根本要求;转变农民保障观念,以提高保障水平为最终目的。
Since the living situations of the land expropriation farmers are concerning,it is essential to reform the existing incomplete social security system for the land expropriation farmer：Urbanization contributes to the reformation of social security system;Fair and justice Socialism system regulates appropriate social security;Harmonious society determines the necessity of social security system reformation for the land expropriation farmers.According to the circumstance,the paper prompts some policy suggestions：realizing land expropriation system perfection and effective connection in order to protect farmers＇ benefits as the fundamental root;perfection all-around security as the fundamental requirements;changing the concepts of farmer security in order to improve security level as the ultimate goal.
