摘要
城乡建设用地挂钩指标是建立统筹城乡的土地利用制度的新生事物。揭示了城乡建设用地挂钩指标的产生机理,阐明了城乡建设用地挂钩指标交易模式的主要特征,探讨了城乡建设用地挂钩指标落地实施的用途管制、空间管制的特殊性,提出了促进农村集体建设用地流转,规范城乡建设用地挂钩指标交易的建议。
The connective quotas between urban and rural construction land usage are Land tickets on the Chongqing Rural Land Exchange, which are an innovative concept in establishing the overall urbanrural land utilization system. The paper explained the origination mechanism of the land tickets on the Chongqing Rural Land Exchange; illustrated the main features of the trading mode of the land tickets on the Chongqing Rural Land Exchange; discussed the particular characteristics of the usage and implementation of the land tickets in terms of the purpose and location management and control; and provided suggestions on how to promote circulation of rural collective construction land and regulate the land ticket trading on the Chongqing Rural Land Exchange.
