摘要
我国政府预算制度变迁整体上属于"渐进式"的制度变迁。长期以来,中央政府"供给主导性"制度变迁方式一直占据着主要地位,近年来逐渐过渡到"供给主导性"与"需求诱致性"并存的状态。影响我国政府预算制度变迁的具体因素有很多,可以从需求和供给两个方面来展开分析。政府预算制度变迁的需求和供给两个方面影响因素的同时存在决定了政府预算制度的均衡与否。
China＇s government budget institutional change as a whole is the ＂progressive＂ type of institutional change.For a long time,the central government＇s ＂supply-dominated＂ institutional change ways occupied a dominant position.In recent years,it gradually transferred to a co-existence state of ＂supply-dominated＂ and ＂demand-induced＂ institutional change ways.China＇s government budget institutional changes are of many specific factors.From both the demand and supply requirements for the government budget institutional change,the two factors determine a balanced of the government budget system.
