摘要
职业乞丐问题已成为社会治安的重要隐患。其产生主要是由于城乡差距以及农村地区人群收入偏低,救助管理制度的负面效应,不法分子和利益集团的非法操纵。解决乞丐职业化问题,英国慈善与矫治相结合,美国鼓励民间力量救助,我国要提高社会保障水平,完善社会救助管理制度,明确行政执法分工,加强对民众的教育工作。
In recent years,the professionalization of the street beggars has become an important problem of the social security.The main causes of this phenomenon are mainly due to the gap between the urban and rural area,the low income of the rural population,and the negative effects of the social support system.To resolve the problem,the British government took the measure of combining the charity and correction;the U.S.encouraged the support resource from nongovernmental groups.China should improve the level of the social security,perfect the social relief management system,definitude the division of administrative legislation,and strengthen the education of the common People.
