摘要
和谐社会构建进程中,新生代无地农民工已成为城乡间的特殊社会群体。该群体与传统意义上的农民工具有显著差别,所面临的社会保障问题更为突出。从就业保障、权益保障与归属保障三方面剖析,可发现新生代无地农民工被置于边缘化的状态之中。为解决这一现实问题,应在以人为本,追求公正的时代理念下,以十七届三中全会后农村新政的相关决策为基础,通过调和就业矛盾,弥补保障欠缺,放开户籍限制等制度建设,对新生代农民工的社会保障加以完善。
During the process of building harmonious society,new generation of landless migrant workers have become a special social group between city and country.The group has significant difference compared with traditional migrant workers,social security problems faced by the group are rather serious.From three aspects analysis of employment,rights and adscription security,new generation of landless migrant workers even deep in marginal state.In order to solve the realistic problems,under the concept of human oriented and impartiality,based on the relevant decision of new deal for rural development after the Third Plenum of the 17th Communist Party of China Central Committee,the social security system construction should be perfected on reconciling employment contradiction,remedying security defect and relaxation population register restrictions.
