摘要
我国的公立医院改革表现出强有力的路径依赖,出现了过度市场化倾向,淡化了机构理应承担的社会职责,阻碍着它的改革。从报酬递增、交易费用和不完全市场3个方面对公立医院公益性回归进行路径依赖分析,由此提出通过加大政府投入,优化卫生资源配置、强调价值回归,适度放松经济性规制、加强社会性规制等方面来实现公立医院公益性回归。
The reform of public hospitals in China showed strong path dependence.Excessive market tendency appeared, and the social responsibilities which the organization should undertake was desalted.The path dependence was hindered.Path dependence of public welfare regression of public hospitals was analyzed ffrom the progressive reward increase, the transaction cost and the imperfect market.Thus by increasing government investment, optimizing configuration of health resources, emphasizing value regression, relaxing appropriately economic regulation, and strengthening social regulation,public welfare regression of public hospitals is redlized.
