中国工业能源消耗强度的区域差异——基于省(市)面板数据模型的实证分析 被引量:16

A Study on Regional Industrial Energy Intensity:An Empirical Analysis Based on Panel Data Model of Different Provinces in China

摘要 能源是工业发展的重要基础,降低工业能源消耗强度能够积极优化资源配置,提高能源使用效率及工业生产效率。本文运用1998年-2007年30个省市的年度数据,通过建立区域面板数据模型,对中国6个区域的工业能源消耗强度及其影响因素进行了实证分析。实证研究结果表明,6个区域工业能源消耗强度的关键影响因素各不相同,其中,工业结构调整、技术进步和外商直接投资是推动中国大部分区域工业能源消耗强度降低的主要因素,能源消费结构调整和能源价格的提升均可显著降低华东和西北地区的工业能源消耗强度,地区经济发展则可显著降低华北和西南地区的工业能源消耗强度。因此,各级地方政府和相关部门应针对各区域工业能源消耗的特点,具体分析,区别对待,制定节能减耗的政策和措施。 Energy is a critical basis for sustainable development of China's industries.Decrease in energy intensity of industrial sectors can not only actively optimize the allocation of resources,but also positively improve energy efficiency and industrial productivity.Due to differences in resource endowments,locational capacity,developing level,and culture among different regions,energy intensity and associated influencing factors greatly vary.The authors examined influencing factors and primary features of industrial energy intensity among different regions,which would be beneficial to developing understanding of regional industrial energy intensity and subsequently to making reasonable policies to improve energy efficiency.Using the panel data model based on annual data collected from Yearbook of 30 provinces and municipalities in China from 1998 to 2007,the authors preliminarily investigated factors affecting industrial energy intensity as well as the characteristics of industrial energy intensity in 6 regions of China.Hypothetic factors affecting industrial energy intensity include energy price,energy consumption structure,industrial structure,technology progress,foreign direct investment(FDI) and regional economic developing level.Results showed that such key factors affecting the industrial energy intensity vary to certain degree among the 6 regions,which indicated that the primary features of industrial energy intensity among regions are also different.Therefore,it is suggested that local governments develop energy-saving policies and measures based on specific analyses of the characteristics of industry energy consumption over different regions.Adjustment of the industry structure,technical progress and FDI were found to be major factors which can change the industrial energy intensity significantly in most regions.The transformation of industry structure has a significant impact on energy intensity in the north,east,southwest and northwest of China.The shift to the light industry could reduce the energy intensity of these regions.The progress of technique contributes to the improvement of energy efficiency for the east,southwest and central of China.As such,there is great potential for energy-saving in these regions through developing technologies.FDI has a significant influence on energy intensity for the east,southwest,northwest and central of China.However,the adjustment of energy consumption structure and energy prices only shows significant impact on the industrial energy intensity over the east and northwest of China.Energy consumption structure optimization and energy price increase could reduce the energy intensity effectively for the two regions.The development of economy exhibits a significant impact on reducing the industrial energy intensity for the north and southwest of China as the three factors do not function in regulating and controlling the energy intensity for most regions as they could have been considered.
