摘要
有效的政府绩效管理无法脱离政治生态基础,这是新公共管理运动失效的原因,也是探索中国政府绩效管理体系的起点。从政治生态角度看,政府绩效管理是管理工具,是制度网络,也是政治文化。缘于政治生态因素的差异,即便经济社会发展程度较为相近的西方发达国家,各国的政府绩效管理也有很大差异性。构建符合中国政治生态的政府绩效管理体系,应该以公共服务的均等化为重点,着重评价政府供给公共服务的效率、效益和公平性。
Effective government performance management (GPM) cannot detach from political ecological basis, which is the reason of the new public management's failure, and also the starting point of exploring China's GPM. From the perspective of political ecology, GPM is a management tool, an institutional network, and a political culture. Because of different political ecological factors, much difference within major developed countries" GPM, although these countries in the relatively similar level of economic and social development. The focus to construct GPM consistent with China's political ecology should be the equalization of public services, and the efficiency, effectiveness and equality of providing public service by government should be emphasized.
