摘要
老旧小区改造采用自下而上的方式进行,公众参与起到关键作用。以杭州市老旧小区为调查对象,实地调研了解老旧小区改造效果及居民参与情况。从公众参与视角,结合老旧小区改造影响因素,建立老旧小区改造影响机理的理论分析框架,构建结构方程模型,将老旧小区改造中的公众参与细分为居民参与和社区参与,深入分析公众参与的作用机理。研究发现政府行为、改造施工过程、公众参与、社区参与以及住房状态对老旧小区改造居民满意度均存在显著的直接正向影响,其中居民参与在政府行为对老旧小区改造居民满意度的正向影响中起部分中介作用,社区参与在改造施工过程对小区改造居民满意度的正向影响中起部分中介作用。因此地方政府在后续改造中在加大老旧小区改造资金投入的同时,应注重改造前期的动员,加强社会治理,深化居民参与,提高公众参与效率。
The reconstruction of old communities is carried out in a bottom-up approach,with public participation playing a key role.Based on data collected in 19 communities in Hangzhou city and field investigation of the effects of the reconstruction and public participation,this study aims to construct a theoretical framework of the influence mechanism of old communities'reconstruction.It has been found that government behaviors,reconstruction process,public participation,and present housing status have significant positive effects on the resident satisfaction with old community reconstruction.In terms of the satisfaction of the residents toward the government behaviors,resident participation plays a partial mediating role,and community participation exerts a partial mediation effect during the process of reconstruction.Therefore,the local government should ensure the disbursement of funds and pay attention to mobilizing residents in the initial stage and strengthening community administration during the process,thus improving the efficiency of public participation.
