摘要
文章详细归纳了许昌市农机具购置补贴的主要做法和经验,对政策效应进行深入剖析,认为农机具补贴产生了改善农机装备条件和结构、提高农业机械化水平和现代化水平、减轻农民劳动强度、促进农机服务产业健康发展、加快农村富余劳动力转移等效应,但在实施过程中也存在着一些问题,针对这些问题提出了调整补贴机具的种类和时间进度、实施购置大中型农机具的配套信贷政策、调整补贴资金的用途分配比例等政策建议。
Main practices and experiences of allowance for purchasing agricultural machinery in Xuchang city were summarized in detail in the paper.The effect of policy was analyzed in-depth.It was believed that allowance improved equipment conditions and structure of farm machinery,raised the level of agro-mechanization and agro-modernization,reduced farmer＇s labor intensity,promoted the healthy development of agricultural machinery service industry,and speeded up the transfer of rural surplus labor force.But there were also some problems.Finally,some policy was provided,such as adjusting agricultural machinery types and calendar,implementing loan policies for purchasing large machinery,revising the allocation proportion for different application,and so on.
