摘要
发展低碳经济是世界经济发展的必然趋势。发展低碳经济首先要构筑稳定、经济、清洁、安全的能源供应体系,大力发展石油天然气产业。论述了通过碳交易来推进城市天然气发展的意义,提出了城市天然气凭借排放权交易获取支持的可行性途径,建议制定有关的政策、机制和措施进一步推进城市天然气发展。
Development of low carbon economy is the inevitable trend of the world economic devel- opment. Low carbon economy first needs to build a stable, economic, clean and safe energy supply sys- tem and to vigorously develop the oil and natural gas Industry. The significance of promoting the develop- ment of city natural gas by carbon trading is discussed. The feasible way that city natural gas gains sup- port via the emission right trading is put forward. It is suggested that the relevant policies, mechanisms and measures are established to further promote the development of city natural gas.
