《京都议定书》(以下简称议定书)是对工业化国家温室气体排放进行限制的国际性公约。本文对议定书条款做了全面的介绍,分析其对中国煤矿区煤层气产业的影响;介绍了国家执行成本,并将其与在中国煤矿区煤层气减排成本进行比较;研究煤矿区煤层气减排的市场,讨论潜在的购买方寻求煤矿区煤层气减排项目的原因,以及议定书对中国煤矿区煤层气项目的影响。本文还介绍了煤炭经营者和项目开发商为从减排市场获益而应采取的步骤与措施。
The Kyoto Protocol (hereinafter referred to as 'Protocol'), as an international convention, sets binding limits on industrialized nations' greenhouse gas emissions. This paper shall give a comprehensive introduction of the Protocol clauses and then analyze its impact on Chinese coal mine methane industry. It shall examine national compliance costs, and compare these costs with those to reduce coal mine methane emissions in China. It shall explore the markets for coal mine methane emission reductions, discuss the various reasons why potential buyers may seek coal mine methane emission reductions, and then project the impact the Protocol will have on coal mine methane projects in China. In addition, the introduction is made on the steps that coal mine operators and methane developers should take to benefit from the emissions reduction markets.
