摘要
城市是人类抗灾、防灾的重点。加强城市灾害防治是城市，乃至整个国家可持续发展的必要保证。城市灾害管理是减轻城市灾者的主要措施之一。本义用管理学、控制论、决策论的思想建立了城市灾害管理的模型。
Urban districts are focal points of disaster prevention and mitigation. Mitigating disasterof urban districts is the way for urban districts and even whole country in sustainable development.Disaster management is one of the most important measures for urban districts disaster reduction. Adisaster managment model for urban districts is constructed in the paper. Management theory,cybernetics and decision making theory are applied to the model.
