摘要
针对基本建设投资失控，严重影响经济建设的发展，论述了在设计阶段运用优化设计、实施限额设计、运用价值工程和实行设计招标等办法控制工程造价的必要性和合理性。
If the investment of capital project is out of control,it would effect seriouly development of economic construction.The author discussed the essentiality and rationality of using the methods such as optimum design,cost-norm design,value engineering,design inviting,etc.to control the project cost in design stage.
