摘要
本文认为,过度的行政化倾向和办学自主权的不足,是我国高等教育体制改革过程中始终没有很好解决的问题。推行高校"去行政化"改革,首先要明晰高校"去行政化"的内涵和历史渊源;其次,要打破高校内部管理体制和运行模式的泛行政化,实行内部管理体制和方式的民主化,保证高校学术事务能够自由、民主。
The article argues that excessive administration power and the insufficient running-school autonomy right are the problems that need to be solved in the process of higher education reform in China. To implement the reform of deadministration of higher education institutions, firstly, we need clarify the connotation and historical origin of the deadministration of higher education institutions; secondly, we need break the wide administration of internal management system and running mode of the university and accomplish the de-bureaucrat and democracy of the internal management system and mode to ensure the freedom and democracy of the academic affairs in the university.
