摘要
本文利用全国1988—2007年的面板数据,实证分析了FDI对中国技术创新能力的影响及演变。结果表明,FDI对中国技术创新能力整体上有着较为显著的正向影响,对技术创新能力提升存在着一定的促发效应,但对核心技术创新能力的提升并无显著影响,FDI并不能为中国核心技术创新能力带来实质性提升。同时对1988—1997年和1998—2007年的分组研究表明,FDI对中国技术创新能力的影响正在发生演变,由1988—1997年期间的显著性影响逐渐演变为1998—2007年期间的不显著影响,而这主要是因为中国自主创新能力的提升对FDI的影响产生了弱化效应。基于以上分析,本文就提升我国技术创新能力提出了一些建议。
The paper empirically annlyzes the impact and evolution of FDI（foreign direct investment） on China＇s technological innovation capability by use the panel data from 1988 to 2007. The results show that,FDl has a significant and positive impact on China＇s overall technological innovation capability, and has some priming and impetus effect to the promotion of technological innovation capability. However, FDI has no significant impact on the promotion of core technological innovation capability. The entry of FDI can not bring about the substantive upgrade of China＇s core technological innovation capability. At the same time, the study on the two groups of data, which are respectively from 1988 to 1997 and from 1998 to 2007 , shows that the impact of FDI on China＇s technological innovation capacity has experienced an evolution. The significant influence in the period from 1988 to 1997 evolved into not significant influence in the period from 1998 to 2007,and the result is mainly due to the weakening effect of China＇s independent innovation to the impact of FDI. And based on the above analysis, the paper puts forward some suggestions to promote Chinas technological innovation capability.
