摘要
从长期来看,财政农业投入对农民增收具有显著的正面效应,但短期内这一影响并不显著。不过,中央和地方财政农业投入对农民增收的贡献度有所不同,中央财政农业投入效果更佳。为此应继续加大财政对农业的投入力度,优化财政农业投入结构,提高财政资源配置和使用效率;明晰中央和地方财政的投入事权,理顺财政投入资金的管理体制;完善财政投入方式,提高农民直接补贴比重。
In the long run,the financial input in agriculture will have a positive effect on the increscent of farmers＇ income.But in the short term,this effect is not significant.The financial input of central and local government in agriculture make different contributions to the incensement of farmers＇ income.The effect of financial input of central government is better.So it is necessary to continue to increase the financial input in agriculture and optimize the structure of financial input.It is also essential to reform the management system of financial input,perfect financial input mode and improve the proportion of farmers＇ direct subsidies.
