摘要
采用灰色关联度分析方法,从效率与公平两个方面评估了1998—2006年我国公共财政农业支出的绩效。结果表明:我国公共财政农业支出额度与促进农民增收效率倒挂,即农业科技支出份额最少但其对农民增收作用最强,而支农支出份额最多但对农民增收作用最弱;各项公共财政农业支出未能很好地起到促进农民收入公平分配的作用;我国公共财政农业支出绩效在低水平层次上运行。最后,提出了大力增加农业科技支出和农村救济支出、适度增加农业基础建设投资、迅速压缩农业部门行政费用支出、不断调整公共财政农业支出内部结构的建议。
Using the grey correlation analysis method,this paper evaluates the performance of China＇s public financial expenditure for agriculture from the perspectives of efficiency and equity during 1998-2006. The results show that：there exists an efficiency inversion between public finance expenditure for agriculture and its effect on promoting farmer＇s income, that is the effect of the expenditure share for agricultural science technology on farmer＇s income promotion is the strongest while it is the least, and the expenditure share for supporting agriculture production is the most,however,its effects on improving farmer＇s income is the weakest; various public financial expenditure for agriculture haven＇t good effects on promoting the equitable income distribution for farmers;the performance of public financial expenditure for agriculture in China runs at a low level. Finally,it puts forward some suggestions which are as follows：the expenditures for agricultural science ＆ technology and the rural relief should be significantly increased;the expenditure for agricultural capital construction should be moderately increased;the administrative costs in agricultural sectors should be reduced;the internal structure of public financial expenditure for agriculture should be adjusted.
