摘要
阐述了温室气体减排技术选择的准则与优先领域,以及温室气体减排项目评价应包括的主要内容;对3类主要的温室气体减排项目———节能技术改造项目、新建提高能源转换或利用效率项目及能源替代项目,分别探讨了基准线的确定方法、减排量和增量减排成本的计算方法在这3个项目评价中的难点;介绍了温室气体间接减排项目评价方法;最后以张北风电场二期风电项目为例对全球环境效益进行评价。
In this paper the criteria for GHG mitigation projects selection and GHG mitigation priorities,as well as assessment methods,are introduced.Especially,the three key issues in the assessment of GHG mitigation projects,that is,baseline,GHG reduction and incremental cost are expounded in detail.In addition,the assessment methods of indirect GHG mitigation projects are also introduced.With application of the methods to deal with the three key issues,the global benefits of the Second Phase Project in Zhangbei Wind Farm are analyzed.
