摘要
产能过剩不仅严重影响国家扩大内需计划的实施效果,而且也将使相关产业错失利用国际金融危机形成的市场形势推动结构调整的历史机遇。本文根据通信产业的固定资产、流动资产等经济数据,构建反映其产能状况和经营效率的指标体系,然后运用集成数据包络分析进行实证研究,再使用Synthetic Average法、Borda法,Copeland法和模糊Borda法(SABCB Method)进行组合评价和统计检验,从而算出中国沪深上市通信相关企业经营效率值及其规模收益等状况。通过实证分析得出:一是中国通信相关企业的经营效率总体尚可,但个体差异较大;二是绝大多数企业存在投入冗余和产出不足,部分企业出现了规模收益递减或不变现象,产能过剩在该行业已经初露端倪;三是继续提高企业自主创新能力,改造现有业务流程,是多数通信企业化危为机的紧迫任务。
Excess capacity not only seriously affects the effects of the plan to expand domestic demand, but also makes related industries miss the historic opportunity of international financial crisis, from which market situation it formatted promotes structural adjustment of industries all over the world. Based on communications industry' s fixed assets, current assets and other economic data, this paper build a index system which reflects the status of capacity and operational efficiency. Then integrated data envelopment analysis models are used, combining with the use of Synthetic Average method, Borda method, Copeland method and fuzzy Borda method (SABCB Method) for evaluation and statistical tests, to calculate operational efficiency value and status of returns to scale of listed companies of telecommunications-related industry in Shanghai and Shenzhen Stock Exchanges. The empirical analysis concludes: Firstly, operating efficiency of China's telecommunications-related businesses in general is acceptable but different individually; Secondly, input excession and output shortage are occurred in the majority of enterprises, by which some enterprises have been in the status of decreasing or constant returns to scale and the phenomenon of overcapacity in this industry could now be seen; thirdly, to improve capability of independent innovation continuously and transform existing business processes is a pressing task for many eommunicational companies who want take the international financial crisis as opportunities.
