摘要
主要分析了在国际河流水资源开发利用中,某一国家为了某一开发目标而单方面采取行动时,对本国以及其他流域国家水资源开发目标产生的影响,如发电、航运、灌溉、防洪、旅游、城镇供水等.在一定的基本假定下,建立了国际河流水资源公平合理利用的多目标决策模型,选取恰当的能够反映影响关系的参数,推求这一行动的效益差矩阵;运用层次分析法求解出各目标在各国国民经济中的权重,由此得出权矩阵;从可行性与可持续性两方面,提出决策控制条件.最后还以第i国修建水电站为例,进行了应用计算.
The authors mainly analyze the possible influences on other objectives of the state and other downstream states when a riparian state takes measures to achieve certain exploitation objectives.Such as the influences on hydropower,navigation,irrigation,flood control,tourism,water supply of town and industry,and ecological protection.Then parameters reflecting influence relations are selected appropriately to establish a multiobjective decision-making model of international river water resources exploitation and utilization.With efficiency difference matrix,and then the weight matrices are found proposing decision control conditions according to the feasibility and sustainability.Finally,model calculation of the influence caused by one state's hydropower station construction on other riparian states and itself is undertaken according to practical needs.
