摘要结合电子政务发展的阶段模式,分析电子政务环境下政府信息资源管理的阶段结构,探讨电子政务信息资源管理职能和导向的转变问题;以电子政务主体模式和价值链理论为基础,分析四种主体模式下信息资源管理的价值生成,提出基于流程和主体的电子政务信息资源管理价值链结构;指出资源及功能整合的电子政务集成、公共—私人合作的管理方式将成为电子政务信息资源管理的发展趋势。 Combining the e-government stage models, the stage structure of government information resources management in e-government environments as well as it＇s function and orientation transfer are analyzed. Based on the e-government stakeholder models and the value chain theory, it investigates the issues including value generation and value chain structure respectively from the perspective of the stakeholder models and the process of e-government information resources manage- ment. Then, EGI （Electronic Government Integration） and the PPP （Public-private partnership） are proposed as the trends of e-government information resources management.
