摘要
作为社会政策讨论的基本理念之一,"福利社会"概念一直被人们在不同的语境中所使用。这固然提高了这一概念的流行性,但也增加了其模糊性。"福利社会"概念原本有四方面含义,澄清这些含义,可以使我们有可能在社会发展理念和政策模式双重意义上来讨论这一问题:其一,它反映了一种从"社会"的角度来看待福利体系的视野;其二,它指称一个社会中的福利"状况"或反映一个社会总体的幸福"状态";其三,它作为人们所追求的理想社会目标来界定;其四,作为一种政策模式或发展战略,它将目标设定在如何提升市民社会组织的自我运作、自我依靠、自我保障能力上。如果作为价值理念来倡导"福利社会",从而形成一种关注福利事务、注重解决民生问题的意识导向和气氛,这将有助于我们把以往的追求经济成长的导向转向更为广泛的民生问题上;但如果作为政策模式,在缺乏国家或政府推动力的作用下,"福利社会"这一模式是很难有大的成效的。因此,作为政策模式,中国应慎用"福利社会"这一理念。
As a key issue in the international social policy debate, the idea of ＂welfare society＂ has been interpreted within various meanings in different circumstances and contexts. This increases the popularity of the ＂welfare society＂ notion, but simultaneously, it also creates a large extent of vague- ness in the understanding of this concept. Through the content analysis of this notion, we recognize the need to discuss this concept at least in two contexts, i. e. , as an ideal of social development and as a policy model. Indeed, this ideal threads people＇s concern to the issues of livelihoods and well-being, whereas as a policy model, it promotes welfare mixture with resources provided by numerous non- state agents, functioned as an alternative to a model of ＂welfare state＂. Held this standard-point of view, we need to develop the institutional analysis of the welfare systems in order to explore the way of social policy development in contemporary China.
