摘要
阐述了基于IEC61850标准实施变电站程序化操作的优势,总结了程序化操作对站内设备的技术要求,分析了程序化操作实现的2种典型方案:数据采集与监控(SCADA)后台机实现和SCADA后台机与间隔层装置共同实现。分析可知后者具有一定的发展优势,基于该方案提出了变电站程序化操作的3种操作票概念和相关的操作执行流程与步骤。国内多个IEC61850变电站程序化操作系统的成功运行证明了在IEC61850变电站自动化系统中实施程序化操作的可行性和高效性。
An analysis is made of the advantages of the IEC 61850 standard for sequence control technology in the substation automation system (SAS). Technology requirements on devices and equipments inside the substation are proposed. Meanwhile,the two main implementing methods of sequence control are analyzed and compared,the former using the local supervisory control and data acquisition (SCADA) system while the latter,the bay level intelligent electronic devices (IED)together with local SCADA system. It is concluded that the latter has definite advantages in future application. The conception of the three kinds of operation sheets with the related operation sequence as well as their main steps are proposed based on the method. The successful sequence control application in IEC 61850 based SAS in China has proved the high feasibility and efficiency of IEC 61850 based sequence control projects.
