摘要
在我国经济迅速发展的同时,资源环境消耗不断加剧,生态问题日益突出,生态补偿成为改善环境的重要途径。在总结国内外重要文献的基础上,提出了生态补偿的背景、内涵和类型,并借鉴国内外生态补偿的实践,梳理了生态补偿原则、主体、途径、标准等生态补偿机制问题。
Because of the rapid consumption of resource and environment in the period of quick economic development in China,environmental problems were more and more serious. Ecology compensation was becoming one of the important methods to improve the environment. On the base of summarizing the main literatures at home and aboard,this paper put forward the historical background,meaning and type of ecology compensation. Following the practice of ecology compensation in the world, the issues about mechanism of ecology compensation were analyzed,such as principle,main body, approach, criteria and so on.
