摘要
高等学校管理涉及理念、制度、队伍、资源、文化等五个基本要素,制度建设对高校的发展具有重大的意义。高等学校制度建设包括制度制定、制度执行和制度评估三个方面,高校制度建设要以"大学自治和学术自由"为总原则,同时高度关注制度建设的复杂性、人本性、民主性和开放性。制度创新是高等学校制度建设的重要任务之一,当前应特别重视人才培养制度、教师聘任制度、教学评价制度和科学决策制度的创新。
Management of colleges and universities includes five essential factors, which are idea, system, team, resource and culture. Among these, system construction is of great significance for the development of colleges and universities. And system construction con- tains development, performance and assessment of system. It is university autonomy and ac- ademic freedom that is the general principle for system construction of colleges and universi- ties. Then system construction should be taken into account because of its complex, humani- ty, democracy and openness. Now system innovation is the important task for system construction of colleges and universities, and particular attention should be paid to the system innovation of talent cultivation, faculty appointment, teaching evaluation and scientific policy-making.
