中国大学“准聘—长聘”制度的缘起、困境与走向 被引量:18

The Origin, Dilemma and Trend of“Tenure-Track”—“Tenured”System in Colleges and Universities in China

摘要 "准聘—长聘"制度起源于美国,对于我国高校人事改革和绩效水平提升具有重要意义。从新制度主义的视角来看,"准聘—长聘"制度的产生是制度变迁的结果,同样在实施过程中也面临着制度环境和技术环境矛盾所造成的合法性困境。就高校实行"准聘—长聘"制度而言,基于学术逻辑的制度环境旨在保护学术自由,而基于市场逻辑的技术环境则追求效率最大化,目标与追求的不同难免会使制度环境和技术环境之间产生矛盾与冲突。进一步完善和科学改进"准聘—长聘"制度,可以从制度构成的三大基础要素即规制性要素、规范性要素和文化认知要素出发进行考量,建议加强立法指导,确保权责双方有法可依;改进工作方式,确保任职评聘工作科学有序;规范科学认知,营造健康的学术生态环境。 The"Tenure-Track"—"Tenured"system originated from the permission regulation of college and university teachers in the United States,which is of great significance to the personnel reform and the performance improvement of colleges and universities in China.From the perspective of new institutionalism,the emergence of"Tenure-Track"—"Tenured"system is the result of institutional change.Similarly,the system also faces the legality dilemma caused by the contradiction between institutional environment and technological environment in the process of implementation.As far as colleges and universities implement the"Tenure-Track"—"Tenured"system is concerned,the institutional environment based on academic logic aims to protect academic freedom,while the technological environment based on market logic pursues the maximization of efficiency,which inevitably leads to contradictions and conflicts.To further perfect and scientifically improve the"Tenure-Track"—"Tenured"system,we can start from the three basic constituent elements ofinstitution,namely regulative elements,normative elements and cultural cognitive elements.Therefore,we recommend establishing the legislative guidance and regulations,perfecting the supporting measures to ensure the scientificity and order of appointment evaluation work,as well as standardizing the cognition and create a healthy academic ecological environment.
