摘要
研究目的:审视新形势下规范集体建设用地流转意见出台缘起的背景,洞悉农村集体建设用地放开流转的意义,并探究其理论基础,提出完善建议。研究方法:文献资料法;历史分析法;理论联系实际。研究结论:必须打破城乡二元体制的限制,允许农村集体建设用地流转,构建城乡统一的建设用地市场。
The purpose of this paper is to look at debut background of suggestion about regulating collective construction land circulation,gain an insight into the meaning of circulation,explore the theoretical basis and put forward some proposals.Methods of documentation,historical analysis and theory with practice were employed.The conclusion is that the restrictions of dual system in urban and rural should be broke down,the circulation of rural collective land for construction should be permitted,a unified urban and rural construction market should be established.
