摘要
本文认为,促进社会主义新农村建设需要新的非农建设用地制度的支撑。应顺应农村非农建设用地制度改革趋势,允许农村非农建设用地进入市场。而大量的改革试验和探索已为此储备了政策和法律空间,允许农村非农建设用地进入市场的时机已成熟。
New land-use system is necessary to build new, socialist countryside. To adapt the new needs for building the new countryside, it is desirable to permit non-agricultural land-use to enter the market. There have been many experiments and probes to adopt such a step
